Legal norms

Norms are the standards on the basis of human behaviour as deviant or law abiding, evaluated as criminal or law abiding. Legal norms are positive – that means fixed and written norms decided by the community, which govern how people live together and define criminality. The term “legal norm” is therefore central to the understanding of criminological phenomena as subsets of social phenomena. In principle legal norms are changeable and are dependant to a considerable degree on the value system of a given society.
